杭州日报讯 昨日，智谱创新研究院在上城区正式揭牌。研究院的落地，标志着这家脱胎于清华实验室、今年登陆港交所的通用大模型企业，与上城的合作从资本与场景层面，正式迈入科研与产业创新的深水区。早在2025年，上城资本集团就联合杭州城投产业基金，对智谱完成了一轮超10亿元的战略投资。今年1月8日，智谱在港交所敲钟上市，成为“全球大模型第一股”。
二 | “去年大模型前景不明朗时，我们坚定投向智谱；今年智谱上市、GLM大模型全球叫好，智谱也坚定表示要把全国第二总部建在杭州上城。”上城区相关负责人说，智谱创新研究院揭牌，正是其中的重要落子。上城区科技经信局局长胡丽亚介绍：“此前上城集聚的群核、凌迪、炽橙等AI企业，大多深耕工业、设计等垂类模型，是以联合实验室形式研发；浙江移动研究院、复旦类脑研究院则分属通信、类脑细分赛道。从产业定位看，智谱创新研究院也是上城首个通用大模型研究院。
三 | ”作为同样落户上城的企业，炽橙科技与智谱正展开深度合作，公司副总韩鹏感受很直观：“智谱大模型体系完备，代码生成与推理能力已达国际顶尖水平，更重要的是高性价比，让我们工业智能底座的开发效率大幅提升，代码准确率提升至99%以上，整体编程效率提升约30%。”他打了个比方：智谱的基模就像“水和电”，是基础设施；炽橙科技做的智能体应用，是用这些水电“做饭、照明”。一个负责“发电”，一个负责“用电”——前者决定能力上限，后者决定价值落地。而如今，智谱就是要把这套“电力系统”的核心研发环节，搬到上城。
四 | 智谱创新研究院所在的杭港科技大厦，4.9万平方米的空间里已集聚人工智能核心企业30家，入驻企业年营收超15亿元。揭牌当天，研究院与浙江大学正式签约，将联动本地高校与产业资源，构建“产、学、研、用”深度融合的协同创新体系，即连接技术、人才、场景与生态，让AI能力更好服务于产业升级与社会进步。与此同时，6个由浙大教授领衔的联合实验室项目率先入驻，围绕多智能体协同、长程复杂任务规划等方向攻关。
五 | 锚定四个前沿方向：脑启发与认知计算、智能体与复杂决策、多模态感知与内容生成、脑机接口与神经解码。也就是说，想让AI更像人、更能干、更会看，甚至能“读心”。
六 | 研究院落户背后，是上城全新的招商理念——跳出传统“拼营收、拼税收”的旧思路，看中的是顶尖AI人才团队的落地、原创技术的突破和能带动全域创新创业的开发者生态，他们称之为“带土移植”——希望依托智谱庞大的开源社区，将上下游AI企业连同技术、团队整体搬迁，形成集群效应。“这不是‘栽一棵树’，而是‘移一片林’。”胡丽亚说。上城正经历从中央商务区（CBD）向中央创新区（CID）的深刻转型。
七 | 目前，该区已初步形成智谱系、群核系、炽橙系等九大科创产业生态谱系。研究院的落地，不仅将带来顶尖人才，还将承担Token经济的核心载体职能，面向中小企业提供普惠式数字要素供给，推动区域数字经济向Token经济迭代。
八 | 接下来，上城将以智谱创新研究院为引领，一体带动多个研究院和创新中心建设，全面应用大模型能力赋能高价值场景，打造一流营商环境，争创杭州“人工智能创新发展第一城”的实践样板，推动中央创新区建设再上新台阶。
